The one exception is if your original photo is already high resolution and doesn't need upscaling at all in that case, the order genuinely doesn't matter much, since there's no detail gap between the two steps to worry about.


WHY THIS MATTERS MORE FOR SOME PHOTOS THAN OTHERS

This order makes the biggest visible difference on photos where the edge between subject and background is complicated. A few examples:
